Part two of the Fiscal Stabilization Act of 2009.

•    Agriculture Department.  $209 million for “deferred” maintenance at “Agricultural Research Service facilities”.

•    $245 million for updating the Agricultural Department’s IT department.  Even a boatload of Macs don’t cost this much.

•    $100 million for WIC.

•    $150 million for the Emergency Food Assistance Act.

•    $250 million for Economic Development Assistance Programs.

•    $1 billion for the Census.

•    $350 million for salaries at the National Telecommunications and Information Administration.

•    $2.8 billion for wireless and broadband grants.  Surfing for porn, faster, brought to you by your tax dollars!  Grand.

•    $600,000,000 for NOAA to waste on global warming studies. Yes, they call it something different, but when $140 million of this sum is required to go to climate data modeling, we might as well call this the Al Gore clause.

•    More funding for global warming.  NASA is required to spend $250 million for “Earth science climate research missions.”

•    $18 billion for “Energy Efficiency and Renewable Energy” at the Department of Energy.   Now get this, $500 million is set aside to manage the $18 billion.  $6.2 billion of the $18 billion is going to the “Weatherization Assistance Program”.

•    $2.4 billion for “carbon capture.”

•    $6 billion to be spent to increase the energy efficiency of government buildings.

•    $500 million to train the unemployed.

•    $1.2 billion for “youth activities, including summer jobs…”

•    $2 billion dollars in block grants to the states for “Child Care and Development.”

•    $1 billion for Head Start

•  $ 5 billion for public housing. One billion of which is to go to increasing the availability of “affordable rental housing.”  In other words, Section 8 is coming to your nice neighborhood soon.

•  $100 million to reduce lead in residential homes.

•    The Education Department will dole out $79 billion to the states under the State Fiscal Stabilization Fund.  Local control of your schools has now ended!
Don’t get me wrong, there are billions of dollars for infrastructure spending, but at page 215, it is being spent entirely on government buildings, lands, and roads.

And if anyone can understand what is in the last 400 odd pages, I’d appreciate an email, and I will publish your take.
